The circumstances under which the free rides

were offered were described in the 4th. paragraph of my Confidenti- -al Despatch of the 30th. of December last. The 100,000 tickets at 12-13 half price were sold in books to Chinese shops and business houses

which were in the habit of supplying their employees with Chinese

coin to travel by the Tramway and during the boycott with such coins to travel by jinrioksha. The supply of these tickets was one of those face saving devices without which no permanent settlement

of differences with Chinese seems possible.

I enclose also a statement furnished by the

Tramway Company of losses incurred by them by the boycott calculat- -ed in 3 different ways.

The receipts for 1912 are higher than those for the year 1911 owing to the large influx of Chinese into the Colony after the revolution in China. The average daily receipts for the months of February, Earch, April and lay (up to 17th. instant), 1913, were A1,600 (includes Chinese New Year and the Hongkong Races), $1,357, 1,385 and 81,440 respectively.
